Lottery Central Monitoring And Control System And Related Services

Background
The Maryland Lottery and Gaming Control Agency (MLGCA) is an independent agency of the State of Maryland, established to generate revenue for good causes including education, public health, public safety, and the environment.

The agency is seeking proposals for a complete and installed Lottery Central Monitoring and Control System (LCMCS) along with related services to enhance its operations and maximize sales and revenues. The contract aims to procure innovative solutions that maintain and expand existing product offerings while ensuring security for sensitive data.

Work Details
The contractor will provide a complete LCMCS that includes system implementation, operation, maintenance, sales, marketing, instant ticket inventory management, accounting systems, terminals, software, and telecommunications networks connecting retailers to primary and backup data centers.

Specific tasks include:
1. Providing various retailer terminals (e.g., full-size clerk selling terminals, self-service terminals) with installation and upgrades as needed.
2. Supporting existing lottery games including draw games (Pick 3, Pick 4), multi-state games (Mega Millions), Fast Play games, and scratch games.
3. Ensuring compliance with ADA requirements for self-service terminals.
4. Maintaining a secure communications network for data transmission.
5. Implementing a conversion plan for transitioning from the current system to the new LCMCS without revenue loss.
6. Providing necessary equipment such as debit card readers, ticket checkers, cash drawers, signage updates, and play stations.

Period of Performance
The contract has an eleven-year base period which includes one year of uncompensated conversion efforts. There are options for one five-year extension and one twelve-month transition period available at the State's discretion.

Place of Performance
The primary place of performance will be at lottery retailer locations across Maryland as well as other locations proposed by the contractor.
