Kindergarten Readiness Assessment - Expedited RFP

Background
The Maryland State Department of Education (MSDE) is issuing an Expedited Request for Proposals (ERFP) to provide a Kindergarten Readiness Assessment (KRA) for kindergarten students and Early Learning Assessment (ELA) for pre-kindergarten students. The ERFP aims to obtain goods and services from a Contract between the selected Offeror and the State, with the intention of making a single award as a result of this ERFP.

Work Details
The Offeror must provide a 15 to 20-minute computer adaptive assessment for each grade level developed and aligned to the Science of Reading and the Maryland College and Career Ready Standards (MCCRS). The assessments must be available in English and Spanish, racially, culturally, and linguistically unbiased, and include embedded progress monitoring. The Offeror must also provide training, help desk support, and detailed reporting capabilities.
Additionally, the Offeror's online platform must meet interoperability standards, accessibility requirements, and ensure data security.

Period of Performance
The contract duration is three years with one 2-year option period.

Place of Performance
The primary place of performance is at MSDE, 200 West Baltimore Street, Baltimore, MD 21201.
