IBM DB2 Licenses

Background
The Maryland Department of Transportation (MDOT) is issuing a Purchase Order Request for Proposal (PORFP) for IBM DB2 Licenses specifically for EPICS and MSTARS as part of their Commercial Off-the-Shelf Software (COTS) procurement.
This contract aims to provide essential software licenses and maintenance services to support MDOT's operational needs.

Work Details
The contract includes the provision of the following IBM DB2 Licenses:
1. IBM DB2 Recovery Expert Processor Value Unit (PVU) Annual Software Subscription & Support Renewal - Quantity: 280
2. IBM DB2 Standard Edition AU Option for Non-Production Environments Authorized User Annual Software Subscription & Support Renewal - Quantity: 100
3. IBM DB2 Standard Edition VPC Option Virtual Processor Core Annual Software Subscription & Support Renewal - Quantity: 50
4. IBM InfoSphere Optim Test Data Management Enterprise Edition Terabyte Annual Software Subscription & Support Renewal - Quantity: 1

Additionally, the contractor must provide installation and training services, as well as manufacturer's software warranty and maintenance services. The contractor must ensure that all software provided is virus-free and complies with all specified requirements outlined in the solicitation.

Period of Performance
The period of performance for this contract is from July 1, 2025, to June 30, 2026.

Place of Performance
The place of performance is at MDOT/OTTS located at 7201 Corporate Center Dr, Hanover, MD 21076.

Bidder Requirements
This is a Small Business Reserve Procurement, limited to certified small business vendors registered in eMaryland Marketplace Advantage (eMMA).
Bidders must be Master Contractors under the Commercial Off-the-Shelf Software (COTS) contract and must provide a Letter of Authorization from the manufacturer if required. Additionally, bidders must include a screenshot of the Manufacturer's Suggested Retail Price (MSRP) with their bid.
