The Maryland Department of Health (MDH) is seeking a Contractor to provide groundskeeping services (mowing, trimming, edging, weed abatement, leaf removal/gutter cleaning, and debris cleanup) for the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities at their shared campus in Hagerstown, Maryland. The Potomac Center and SETT are residential care facilities for intellectually disabled adults who may have co-existing mental disorders. The site location is 1380 Marshall St, Hagerstown, MD 21740. The PC/SETT campus is a twenty-three (23) acre campus that includes ten (10) single-story buildings. For security purposes, the campus is enclosed in a metal picket-style fence with automatic gates at various entrances and/or exits of the campus. The Contractor will be responsible for maintaining the turf and fence line of the property, as well as some additional property that falls outside of the fence (see IFB Exhibit B for map of full area requiring services).The contract shall initiate on May 1, 2025 and the term shall be fifty-two (52) weeks (concludes after April 30, 2026).
Background

These facilities serve intellectually disabled adults with co-existing mental disorders. The campus spans twenty-three acres and includes ten single-story buildings, enclosed by a metal picket-style fence with automatic gates for security. The goal of the contract is to maintain the grounds in a safe and aesthetically pleasing manner, supporting the therapeutic environment of the facilities.

Work Details
The Contractor will provide comprehensive groundskeeping services including:

1. **Mowing**: Scheduled mowing from March to November, with specific frequencies outlined (e.g., four mows in May 2025, three in July 2025). Mowing must adhere to height standards based on grass type as per Maryland's Professional Lawn Care Manual.

2. **Trimming**: Use of string trimmers for areas inaccessible by mowers, scheduled concurrently with mowing services.

3. **Edging**: Edging around all paved areas and sidewalks to be performed at each mowing/trimming service.

4. **Weeding**: Continuous removal of weeds from beds, sidewalks, and parking lots throughout the growing season.

5. **Fence Maintenance**: Keeping an 18-inch clear area along both sides of approximately 2,736 feet of metal picket-style fence and 1,400 feet of chain-link fence through manual trimming and herbicide application by licensed personnel.

6. **Leaf Removal**: At least three occurrences during Fall months (September-November).

7. **Gutter Cleaning**: Cleaning gutters on nine buildings once in late Fall before winter.

8. **Winter Clean-up**: General clean-up at least once during each Winter month (January-March).

Period of Performance
The contract will commence on May 1, 2025, and will last for fifty-two weeks, concluding on April 30, 2026.

The services will be performed at the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities located at 1380 Marshall St, Hagerstown, MD 21740.
