Description

This Invitation for Bids (IFB) is issued to procure the goods or services, as specified in this Section 2, from a contract between the successful bidder(s) and the State of Maryland. It is the State's intention to obtain goods and services, as specified in this IFB, from a contract between the selected Bidder and the State.
Background
The State of Maryland, through the Department of General Services (DGS), is issuing this Invitation for Bids (IFB) to procure maintenance services for fire alarm systems, fire extinguishers, and sprinkler systems across various public buildings in Baltimore.
The goal of this contract is to ensure that these critical safety systems are fully operational and compliant with applicable safety standards, thereby safeguarding the occupants of these facilities during emergencies.

Work Details
The contractor will provide comprehensive maintenance services including:
1. Preventive maintenance for fire alarm systems and fixed wet pipe fire protection sprinkler systems across five facilities, ensuring inspections and testing are conducted at least four times a year.
2. Emergency service response within two hours of notification for any issues affecting system functionality.
3. Maintenance of a total of 606 fire extinguishers, including annual checks and necessary repairs or replacements.
4. Detailed inspections and testing as per NFPA codes, including but not limited to:
- Testing all peripheral devices twice a year.
- Inspecting smoke detectors, pull stations, horns, strobe lights, and control panels.
- Submitting detailed reports via the Computer Maintenance Management System (CMMS) after each inspection.
5. The contractor must ensure compliance with all relevant federal, state, and local codes throughout the contract duration.

Period of Performance
The contract will have a three-year base period from May 1, 2025, to April 30, 2028, with two optional one-year renewal periods.

Place of Performance
Services will be performed at six facilities operated by Baltimore Public Buildings and Grounds located in Baltimore City and Jessup, Maryland.
