Background
The City of Hyattsville, Maryland, located in Prince George’s County within the Washington DC metropolitan area, is governed by a Mayor and a ten-member City Council. The city has experienced significant growth through new residential and retail developments, with a population of over 21,000 as of the 2020 Census. The city employs over 160 staff members across eight departments that provide various services to residents.

The City seeks qualified firms or individuals to submit proposals for Data Analytics and Program Evaluation Consulting services to enhance decision-making processes related to programs and services.

Work Details
The contractor will provide data analytics and program evaluation consulting services which include:
1. Conducting an inventory of existing data sources across City departments and evaluating the quality, accessibility, and relevance of current data for decision-making.
2. Identifying key data points that should be collected to meet the City's strategic objectives and providing recommendations on data collection tools and techniques.
3. Developing a comprehensive framework for ongoing data collection including protocols for standardization, storage, integration, accuracy, consistency, and timeliness.
4. Providing methodologies for analyzing collected data to inform decisions on program effectiveness and funding priorities.
5. Training relevant City staff on data analysis techniques and interpretation of results.
6. Preparing a comprehensive report summarizing findings, recommendations, frameworks developed, including an executive summary and presentation format.

Period of Performance
The contract period will commence upon execution of the contract with work expected to begin within 15 calendar days after notice to proceed.

Place of Performance
The services will be performed at various locations within the City of Hyattsville, Maryland.
