Courier Services for Howard County District Court

Background
The Administrative Office of the Courts (AOC) is issuing this Small Procurement to solicit bids for daily courier services for the District Court of Maryland. This service will specifically operate between the Jessup Commissioner’s Satellite Station and the Howard County District Court. The goal is to ensure timely and secure transportation of case files and court documents.

Work Details
The contractor will provide daily pickup and delivery courier services of case files and other court documents. Specific requirements include:
1. Pickup from Jessup Commissioner at 8:30 AM, delivery to Howard County District Court by 9:30 AM.
2. Return any documents from Howard County District Court back to Jessup Commissioner by 10:30 AM.
3. The one-way distance between locations is approximately 11 miles.
4. Documents must be transported in sealed envelopes, ensuring confidentiality during transit.
5. The contractor must guarantee daily service, providing backup drivers and vehicles as needed without interruption.
6. Drivers must be uniformed, display identification, lift up to 50 pounds, possess a valid driver's license, pass background checks, comply with security measures at courthouses, and maintain communication via cellphone during service hours.

Period of Performance
The contract will have a base period of one year from October 1, 2024, to September 30, 2025, with four optional one-year renewal periods at the discretion of the AOC.

Place of Performance
Courier services will be performed between the Jessup Commissioner’s Satellite Station located at 7311 Waterloo Road, Jessup, MD 20794, and the Howard County District Court located at 3451 Courthouse Drive, Ellicott City, MD 21043.
