Cannabis Education Needs Assessment

Background
The Caroline County Health Department is issuing this Request for Proposals (RFP) to seek the services of a consultant, consulting firm, organization, or entity to conduct surveys and focus groups in Caroline County.

The goal is to gather information on current levels of knowledge about cannabis use, effects, laws, and opinions among the community. This initiative aims to enhance educational outreach and public health efforts regarding legalized adult-use cannabis.

Work Details
The Bidder shall:
1. Create a survey to administer to youth, adults/general public, Primary Care Providers, and community partners to evaluate current levels of knowledge about cannabis use, effects, laws, and opinions in Caroline County.
2. Provide and distribute gift cards to survey and focus group participants.
3. Provide detailed reports of gift card distribution with parameters and deadlines established by the Caroline County Health Department.
4. Conduct at least three (3) focus groups to assist in directing education/outreach planned for State FY 26.
5. Provide a written report synthesizing results of the surveys and focus groups.
6. Provide recommendations for tailored responses to build educational and prevention capacity around legalized adult-use cannabis, public health risk, and health equity efforts.

Period of Performance
The contract resulting from this RFP shall remain in effect from the date of signature through June 30, 2025. The contract period may be extended with an amendment provided available funding.

Place of Performance
The services will be performed in Caroline County.
