Background
The Massachusetts Registry of Vital Records and Statistics (RVRS) is seeking proposals for a Point of Sale (POS) solution to manage and track the sale of certified Vital Records at their public service counter. The goal is to enhance operational efficiency and customer service through improved transaction management.

Work Details
The contract involves the purchase of a POS solution that includes customer support and training. Key requirements include:
- Complete 'out of the box' functionality without new development.
- Technical support availability defined by the vendor.
- User training at system launch and periodically for new personnel, including printed and online manuals.
- Capability for retail sales, inventory management, multi-tender payment options, and detailed accounting journals.
- All necessary hardware and software must be supplied by the vendor, including touch screen modules, receipt printers, barcode scanners, cash drawers, and central information storage.
- The system must surpass the efficiency of the current system and be able to record transaction types and costs daily.

Period of Performance
The contract is anticipated to last for 5 years with options for 2 additional 2-year renewals, concluding on June 30, 2034.

Place of Performance
The services will be performed at the Massachusetts Registry of Vital Records and Statistics located at 150 Mt. Vernon St., Boston MA 02125.

Bidder Requirements
Bidders must provide a certified right of representation from the manufacturer or comparable agent. Certification as a vendor to the Commonwealth is mandatory. Bidders should also have experience serving similar populations, provide five business references, demonstrate fiscal stability, and ensure eligibility in COMMBUYS.
