RFP FSU-25-02 Investment Management Services

Background
Framingham State University (FSU) is a comprehensive teaching university located in MetroWest Massachusetts, dedicated to educating residents and advancing the economic and cultural life of the region.

The FSU Foundation, established in 1983, is a tax-exempt organization that manages private assets for the benefit of FSU. The Foundation has fiduciary responsibility over its assets and works closely with the university's governing board and senior administrators. This Request for Proposals (RFP) seeks to hire an Investment Management firm to manage both the financial assets of FSU and those of the FSU Foundation.

Work Details
The selected Investment Management firm will be responsible for managing an investment portfolio valued at approximately $75 million for FSU and $16 million for the FSU Foundation as of June 30, 2024. The firm must provide services that include:
1. Establishing and maintaining an investment portfolio aligned with cash flow requirements and principal growth.
2. Ensuring safety of principal, liquidity for operating needs, return on investment, and diversification of risk.
3. Providing dynamic asset management capabilities that are opportunistic, tactical, transparent, and easy to report on.
4. Compliance with Massachusetts General Laws regarding trust fund management.
5. Offering comprehensive client service including performance reporting, risk management strategies, technology platforms for trading and reporting, and adherence to investment policy statements.

Period of Performance
The contract term will be three years with the possibility of two one-year renewal options at the sole discretion of the University, starting approximately from July 1, 2025 until June 30, 2028.

Place of Performance
The services will be performed primarily at Framingham State University located in Framingham, Massachusetts.
