Background
The Massachusetts Bay Transportation Authority (MBTA) is a public transit organization with over 7,000 employees delivering bus, subway, commuter rail, paratransit service, and a law enforcement division. Work Details
The scope of work includes the procurement of an Applicant Tracking System (ATS) and Background Check Services (BCS). The ATS solution must provide effective sourcing, recruitment, intake, tracking, management, and background check of the recruitment and hiring process. It should be delivered as a Service (SaaS) solution and enable the MBTA to fully manage the recruitment hiring and background check process timely and effectively.
The BCS requirements include:
- Criminal searches at all residences listed for the past 10 years outside MA
- National sex offender registry search in all states where the candidate has resided for the past 10 years
- Employment history verification for the past 5 years
- Work authorization processing including I-9’s and E-Verify
- DOT requirements checks for certain candidates
- Professional licenses/certifications verification if required for the position
- Education verification of the highest degree listed on the case request
- U.S. Treasury OFAC SDN search
- Social media search in compliance with state and federal privacy laws
- Motor vehicle reports in compliance with state regulations
- Reference checks capability
- Streamlining applicant experience allowing candidates to sign documents from tablets or smartphones.

Period of Performance
The implementation project must include defined roles and responsibilities; data migration; configuration and customization; integration requirements; testing and quality assurance; training plan; go-live and deployment; support and maintenance; communication plan; risk management; change management; documentation and deliverables; acceptance criteria.
The project plan shall be shared by the contractor in electronic format to ensure visibility into project tasks, milestones, status, and timeline.
