RFP 34-24 Water Transportation Services Route F5 Lynn-Boston

Background
The Massachusetts Bay Transportation Authority (MBTA) is seeking proposals for the operation and maintenance of its Route F5 seasonal water transportation service between Boston, MA and Lynn, MA with vessels provided by the Authority from April 22, 2024 until June 30, 2025.
The proposal shall include provisions for operating and staffing a vessel, maintaining two MBTA-supplied vessels, maintaining docks and facilities, providing fuel and supplies, ensuring safety measures, insuring the vessels, as well as administrative responsibilities including licensing, record-keeping, and reporting.

Work Details
The contract includes passenger ferry operations meeting specifications for the operation of the MBTA-provided vessels, following the MBTA route, schedule and fare for Route F5.
The contract also involves managing ticket sales and fare/revenue collection, posting signage as specified, marketing the service to the public.
The contract requires maintenance of two vessels provided by the MBTA: MV Ava Pearl and MV Schoodic Explorer.
It also includes custodial service to maintain the vessels in service ready condition during non-operational periods.
The service operates from Blossom Street Pier in Lynn to Long Wharf in Boston with 10 trips per weekday operated on the schedule set forth by the Authority.
The Operator is responsible for posting current ferry schedules onboard in a location clearly noticeable by customers.

Period of Performance
The contract period is from April 22, 2024 until June 30, 2025.

Place of Performance
The geographic locations where the contract will be performed include Blossom Street Pier in Lynn and Long Wharf in Boston.
