Background
The Massachusetts Bay Transportation Authority (MBTA), a major public transit system in Massachusetts, is seeking a qualified provider to conduct comprehensive background checks as part of its hiring process. The goal of this contract is to ensure accurate verification of candidate credentials, including education, employment history, and criminal records, while adhering to all applicable local, state, and federal regulations.

Work Details
The selected vendor will provide the following background check services:

1. Criminal Background Checks: Conduct CORI searches and criminal history checks for the past 10 years at all residential addresses.

2. National Sex Offender Registry: Search for candidates across all states where they have resided in the past 10 years.

3. National Criminal Search: Utilize private databases to uncover public records not captured within residential scope.

4. U.S. District Court Search: Conduct searches for applicable U.S. District Courts for the last 10 years.

5. Employment History Verification: Verify employment for the last 5 years.

6. Work Authorization: Process I-9 forms and perform E-Verify checks.

7. DOT Requirements: Conduct motor vehicle record checks and DOT employment verification, including drug and alcohol history screening.

8. Professional Licenses/Certifications: Verify current professional licenses or certifications required for the position.

9. Education Verification: Confirm highest degree listed by candidates.

10. U.S. Treasury OFAC Search: Check against the OFAC Specially Designated Nationals list.

11. Social Media Search: Review candidates' social media presence in compliance with privacy laws.

12. Platform Integration: Provide services via an integrated portal with MBTA’s Applicant Tracking System (NeoGov).

13. Motor Vehicle Reports: Conduct checks in compliance with state regulations.

14. Reference Checks: Capability to conduct professional reference checks.

15. Streamlined Applicant Experience: Optimize candidate experience through digital document signing and information submission capabilities.

16. High Volume Capability: Ability to handle high volumes of background checks efficiently.

17. Report Customization: Offer customizable reports tailored to various positions within MBTA.

Period of Performance
The contract duration is expected to be for 3 years with an option for a 2-year renewal.

Place of Performance
The services will be performed primarily in Massachusetts.
