Ramsdell Library Building Project 2025

Background
The Town of Great Barrington is seeking the services of a qualified Owner Project Manager (OPM) to oversee the Planning and Design phase for the renovation of Ramsdell Library. This project is guided by the Ramsdell Library Building Program and Building Assessment developed in 2024, along with guidelines from the Massachusetts Board of Library Commissioners (MBLC) grant program. The Town received the 2023-2024 MBLC Planning and Design Grant for Small Libraries on January 9, 2025, and is currently first waitlisted for the construction phase of this grant.

The Ramsdell Library, located in Housatonic, has historical significance and aims to serve as a community hub with updated facilities accessible to all.

Work Details
The OPM services will encompass all necessary activities to efficiently manage the Planning and Design phase for the renovation of Ramsdell Library. Specific services include:
1. Assisting in architect/designer selection;
2. Evaluating architect proposals and negotiating contracts;
3. Overseeing architect's work related to the Library Building Program;
4. Identifying design conflicts and recommending resolutions;
5. Establishing timelines for MBLC Level of Design review;
6. Reviewing architect invoices and recommending payments;
7. Evaluating cost estimates and recommending value engineering;
8. Reviewing schematic plans for cost-effectiveness and compliance with regulations;
9. Attending regular meetings with stakeholders to report on project status;
10. Providing necessary documents for advancing with the MBLC Public Library Construction Grant Program.

Period of Performance
The Planning and Design Phase must be completed by December 31, 2025, with final reporting expected to extend into spring 2026.

Place of Performance
The contract will be performed in Great Barrington, Massachusetts.
