The Department of Mental Health (DMH) through this RFA, is seeking applications from existing ACCS contractors capable of expanding one or more their ACCS contracts by adding to such contracts one or more of ACCS Intensive Group Living Environments (IGLEs) described below. The goal of this RFA is to increase community capacity.
Background
The Department of Mental Health (DMH) is seeking applications from existing ACCS contractors capable of expanding one or more of their ACCS contracts by adding one or more of ACCS Intensive Group Living Environments (IGLEs) to increase community capacity. The priority is for adding Enhanced Medical GLE to Contracts, to expand options for individuals transitioning or diverting from skilled nursing facilities.

Work Details
The applicable ACCS IGLE models include Enhanced Medical Group Living Environment (Enhanced Medical GLE), Intensive Medical Group Living Environment (IMGLE), Intensive Clinical Group Living Environment (ICGLE), Intensive Behavioral Group Living Environment (IBGLE), and Intensive Behavioral Assessment Group Living Environment (IBAGLE). The RFA requires an application to be filed by all ACCS Contractors interested in providing an Enhanced Medical GLE in one of its Contracts.
Additionally, an Application is needed to add one of the other ACCS IGLE models only if the Contractor is seeking to expand an ACCS Contract that is not currently providing that particular IGLE Model.
DMH will provide outcome-based incentives for placements at the new Enhanced Medical GLEs and other IGLEs added to Contracts as a result of this RFA.

Period of Performance
The initial duration of all existing ACCS Contracts is scheduled to end on June 30, 2023, with five one-year options to renew.

Place of Performance
The site must be located in a community served by the applicable ACCS Contract and designed to meet the residential needs of the number of Persons Served applicable to the IGLE model being proposed.
The housing must meet the housing criteria set forth in the current ACCS Contract.
