DOER RFQ-ENE-2025-009 Solar & Battery Energy Storage Bylaw Development Request for Quotes (PRF74)

Background
The Massachusetts Department of Energy Resources (DOER) is responsible for developing and implementing policies aimed at ensuring a clean, affordable, equitable, and resilient energy future for the Commonwealth.
This RFQ seeks qualified contractors to assist in updating the model solar bylaw and creating a new model battery energy storage bylaw as part of efforts to meet the state's ambitious clean energy goals outlined in the Massachusetts Clean Energy and Climate Plan for 2025 and 2050.

Work Details
The selected contractor(s) will complete the following tasks:
1. Update DOER’s model solar bylaw and create a model battery energy storage bylaw.
2. Develop ordinance and siting guidelines for municipalities regarding renewable energy siting.
3. Provide stakeholder engagement services to facilitate public input on both bylaws and supporting documentation development.
4. Create educational materials and training opportunities for municipal officials.

Specific tasks include:
- Reviewing existing bylaws, case law, and identifying gaps.
- Conducting regulatory research on national/state regulations related to solar PV installations.
- Organizing workshops with local stakeholders to gather feedback.
- Drafting updated bylaws that include zoning regulations, permitting processes, environmental assessments, interconnection requirements, and community solar provisions.
- Finalizing bylaws based on stakeholder feedback and legal review.

Period of Performance
The contract is anticipated to be executed by January 31, 2025, with project kick-off on February 5, 2025, continuing through June 2026.

Place of Performance
The work will primarily be conducted in Massachusetts.
