Description

The Contractor will be tasked with, among other things, assisting DOER in the development of a program framework and eligibility criteria, soliciting and process stakeholder feedback, application and selection processes, and disbursing grant funds at the discretion of DOER.
Background
The Massachusetts Department of Energy Resources (DOER) is responsible for developing and implementing policies aimed at ensuring a secure, diverse, and cost-effective energy supply for the Commonwealth.

The goal of this contract is to support the development and implementation of an energy storage grant program, which is part of the broader initiative outlined in the 'Charging Forward: Energy Storage in a Net Zero Commonwealth' report released on December 31, 2023. This report identified barriers to energy storage deployment and recommended committing $50 million in funding to enhance energy storage technologies, particularly mid- and long-duration energy storage technologies.

Work Details
The Contractor will assist DOER in various tasks including:
1. Developing a program framework and eligibility criteria for the energy storage grant program.
2. Soliciting and processing stakeholder feedback on program development.
3. Creating application and selection processes for grant recipients.
4. Disbursing grant funds as determined by DOER.

The program will focus on three main areas: Standalone Bulk Storage, Resiliency programs, and Mid- and Long-Duration Energy Storage Technology Commercialization. Specific tasks include supporting non-emitting energy storage projects, providing grants to offset project costs, encouraging microgrid development, and facilitating technology commercialization for eligible projects.

Period of Performance
The contract is anticipated to be active through December 2027, with options for two one-year renewals.

Place of Performance
The services will be performed within the Commonwealth of Massachusetts.
