This RFP is seeking approximately 26,400 square feet of Usable Area, but DCAMM would consider space of 25,000 to 30,000 of Courthouse, Office, Detention/Holding Space in South Boston, within Wards 13, 14, or 15 of Boston as they existed on February 1, 1882 as required by MGL c.218, s.1 (see map attachment B-5) for a term of 30 Years, with 3 ten-year extension options for a maximum term of 60 years.
Background
The Massachusetts Trial Court (TRC) is seeking proposals for leasing approximately 26,400 square feet of usable area for a courthouse, office, and detention/holding space in South Boston. This initiative is part of the Commonwealth's efforts to provide adequate facilities for judicial, administrative, and client service functions. The lease term is set for 30 years with options for three additional ten-year extensions, totaling a maximum of 60 years.

Work Details
The proposed premises must meet specific requirements including:
- Location within Wards 13, 14, or 15 of Boston as they existed on February 1, 1882.
- Proximity to existing court locations and public transportation (within .5 miles).
- At least one public entrance and a separate entrance for staff.
- If multi-story, access to two or more elevators serving judges and court staff separately from public elevators.
- A secure sallyport for detainee transfer with specific dimensions (minimum 30' x 40') and fencing requirements.
- Common area restrooms exclusively for courthouse visitors.
- Approximately 26,400 square feet of usable area is preferred; however, spaces between 25,000 to 30,000 square feet will be considered.
- The design must minimize unnecessary space devoted to circulation and infrastructure.
- The building should comply with all applicable building codes and regulations including energy efficiency standards.

Period of Performance
The lease term is for 30 years with three ten-year extension options available, allowing a maximum term of up to 60 years.

Place of Performance
The contract will be performed in South Boston within Wards 13, 14, or 15 as specified in the solicitation.

Bidder Requirements
Proposers must demonstrate eligibility by being the record owner or tenant of the proposed property or having authority from such parties to submit proposals. Proposals must include detailed plans for improvements and comply with Massachusetts Prevailing Wage Laws. Additionally, proposers are encouraged to outline how their project will create opportunities for historically under-represented groups.
