Background
The State 911 Department of Massachusetts, under the Division of Capital Asset Management and Maintenance (DCAMM), is seeking proposals to lease approximately 3,600 square feet of office and classroom space for a training center.
This center will support the coordination and implementation of enhanced 911 services across the Commonwealth, providing essential training for personnel at public safety answering points (PSAPs).
The lease term is set for ten years, with a target occupancy date of March 1, 2025.

Work Details
The proposal must provide approximately 3,600 square feet of usable area, with acceptable ranges between 3,000 to 4,500 square feet.
The space should accommodate training sessions for up to 45 individuals at a time.
The location must be in Andover, Billerica, Chelmsford, Dracut, North Reading, Tewksbury, or Topsfield.
The proposal should include:
- A fully managed premises with utilities including water, sewer, gas, electricity, and HVAC services.
- Maintenance and janitorial services to ensure cleanliness and operational efficiency.
- Parking requirements: 40 spaces (including two accessible spaces), five reserved spaces for authorized vehicles, and two electric vehicle charging stations.
- Compliance with all applicable building codes and accessibility standards.
- Landlord’s improvements on a turnkey basis as per specifications outlined in the RFP.

Period of Performance
The contract will be performed over a term of ten years starting from the target occupancy date of March 1, 2025.

Place of Performance
The leased space will be located in one of the following towns: Andover, Billerica, Chelmsford, Dracut, North Reading, Tewksbury, or Topsfield.
