Background
The Commonwealth of Massachusetts, through its Executive Office of Education (EOE), is seeking qualified vendors to provide ongoing leadership coaching and professional development services.

The EOE collaborates with various departments and public colleges to enhance the public education system. The goal of this contract is to support effective strategic management practices in a diverse work environment, improve employee productivity, and strengthen team capabilities in delivering high-quality work.

Work Details
The selected vendor will provide leadership coaching for six EOE staff members: Undersecretary & Chief of Staff, Undersecretary & Chief Operating Officer, Chief Financial Officer, Secretariat Chief Information Officer, Secretariat Human Resources Officer, and Operations Project Manager.

Services include: administering assessments or intake for the leaders, conducting in-person observations, preparing reports with feedback and action items, developing a coaching plan and schedule, conducting quarterly check-ins with the Undersecretary & COO, and providing tailored training on topics such as transformational leadership, effective communication, goal setting, feedback mechanisms, accountability, employee motivation and engagement, conflict management, and change management.

The vendor must also provide a pool of diverse certified coaches for individual sessions and tools/resources for ongoing reference.

Period of Performance
The contract is anticipated to start in May 2025 and run through April 2026.

Place of Performance
Services will be performed at various locations as determined by the EOE; specific locations are not detailed in the solicitation.

Bidder Requirements
Bidders must have a minimum of ten years of experience in professional consulting related to leadership and management coaching. Experience working with Massachusetts government agencies is preferred but not mandatory.

Bidders should demonstrate their ability to meet project requirements as outlined in the scope of work.
