RFP-72-25 Design Build DMA WHFRTC Solar Covered Parking 60W

Background
The Commonwealth of Kentucky, through the Department for Facilities and Support Services, Division of Engineering and Contract Administration, is issuing this Request for Proposal (RFP-72-25) for Design-Build Services.

The project aims to provide a solar covered parking solution at the Wendell H. Ford Regional Training Center (WHFRTC) in Greenville, Kentucky, specifically for the Department of Military Affairs. The goal is to enhance energy efficiency and sustainability through the installation of a photovoltaic system.

Work Details
The scope of work includes designing, providing, and installing a complete utility grid-tied solar covered parking photovoltaic (PV) system at WHFRTC. Key requirements include:
1. The system must produce a minimum of 95,500 kWh annually in its first year.
2. The PV array should have a minimum DC rating of 70.2KW and an AC inverter rating of 60KW.
3. Installation must comply with all applicable laws, regulations, and codes, including obtaining necessary permits from the Department of Housing, Buildings and Construction (HBC).
4. The contractor is responsible for all design and construction services required for the project.
5. The PV system must include Ethernet-connected gateways capable of BACnet communication protocols for integration with existing building automation systems.
6. A web-based front end must be provided for monitoring system performance over a minimum period of 25 years.
7. All equipment must be protected from damage during regular operations at the facility.

Period of Performance
The contract work is expected to be substantially completed within 180 calendar days from the start date, with final completion required within an additional 30 calendar days.

The project will be performed at the Wendell H. Ford Regional Training Center (WHFRTC), located in Greenville, Kentucky.
