Kentucky Innocence Project Investigator

Background
The Commonwealth of Kentucky, through the Department of Public Advocacy, is seeking proposals for a Personal Service Contract to provide investigative services for the Kentucky Innocence Project. The goal of this contract is to assist in the review and evaluation of cases to prepare investigative strategies tailored to the needs of criminal defense teams, particularly in death penalty cases.

Work Details
The contractor will be responsible for the following services:

1. Review and evaluate Kentucky Innocence Project cases to prepare investigative strategies.
2. Perform crime scene analysis and reconstruction.
3. Assist criminal defense teams with investigations.
4. Evaluate DNA and blood evidence.

The total hours for these services are capped at approximately 666 hours, with payment made upon invoice until the cap is met. Travel expenses will be reimbursed upon approval by the KIP Branch Supervisor or Post Trial Division Director, with receipts submitted according to state travel regulations.

Period of Performance
The initial term of the contract is anticipated to be from September 1, 2024, through June 30, 2026. The Commonwealth reserves the right to renew this contract for up to two additional two-year periods.

Place of Performance
The services will be performed in Frankfort, Kentucky, specifically at the Department of Public Advocacy located at 5 Mill Creek Park.
