Consultant for Hybrid Career Service Delivery Model

Background
The Commonwealth of Kentucky's Education and Labor Cabinet, specifically the Department of Workforce Development (DWD), is seeking a consultant to enhance its existing framework for career services provided to job-seekers and employers across the state. This initiative is driven by the need to adapt to changing economic conditions, including the impacts of remote work, the pandemic, and natural disasters.

The goal is to review and update Kentucky’s career service delivery models to ensure they are equitable and accessible.

Work Details
The consultant will be responsible for reviewing existing service models within Kentucky's career center system and Core Workforce Innovation and Opportunity Act (WIOA) State Plan partners. Key tasks include:
1) Evaluating current service delivery methods, both in-person and online, especially during extenuating events;
2) Identifying lessons learned from program staff regarding online services during crises;
3) Proposing successful approaches for sustainable career service delivery;
4) Assessing equitable services currently offered;
5) Identifying regional service gaps and recommending solutions;
6) Highlighting national best practices that can be adapted locally;
7) Analyzing common investments or duplicative resources in current models;
8) Delivering a comprehensive report with findings and recommendations, including a project plan, timeline, instruments for onsite visits, focus group results, and strategies for consumer engagement.

Period of Performance
The contract is anticipated to commence on March 3, 2025, and will run through June 30, 2026. There is an option for renewal for up to two additional one-year periods.

Place of Performance
The services will be performed throughout the Commonwealth of Kentucky across various Local Workforce Development Areas.
