The Office of the Kansas State Treasurer ( Treasurer ) seeks competitive proposals from qualified vendors to provide program management services for the Kansas Postsecondary Education Savings Program (the Program ). The Treasurer administers the Program pursuant to K.S.A. 75-640, et seq., (the Act ) as a qualified tuition program in accordance with 26 U.S.C. 529.
Background
The Office of the Kansas State Treasurer seeks competitive proposals from qualified vendors to provide program management services for the Kansas Postsecondary Education Savings Program.

The Treasurer administers the Program pursuant to K.S.A. 75-640, et seq., as a qualified tuition program in accordance with 26 U.S.C. § 529.

Work Details
The contractor will provide comprehensive program management services for the Kansas Postsecondary Education Savings Program, which includes but is not limited to:

- Overseeing program operations
- Ensuring compliance with applicable laws and regulations
- Managing participant accounts
- Providing customer service support
- Developing marketing strategies to promote the program.

The contractor must also prepare reports and maintain accurate records as required by the Treasurer's office.

Period of Performance
The contract period is from July 1, 2025 through June 30, 2032, with two additional 36-month renewal periods at the Treasurer’s discretion.

Place of Performance
The services will be performed in Topeka, Kansas.
