Background
The State of Indiana, through the Family and Social Services Administration (FSSA), is seeking a qualified Contractor to support the ORYX® data submission process. This initiative complies with standards set by The Joint Commission and the Centers for Medicare & Medicaid Services (CMS) for Inpatient Psychiatric Facility Quality Reporting (IPFQR). The goal of this contract is to enhance behavioral healthcare performance reporting across all Indiana State Psychiatric Hospital Network (ISPHN) locations.

Work Details
The Contractor will be responsible for:
- Aggregating hospital-level performance data in alignment with ORYX® and CMS specifications.
- De-identifying patient-level data in compliance with HIPAA for internal analysis and public benchmarking.
- Transmitting designated performance measures to The Joint Commission and CMS through approved channels.
- Ensuring compatibility with facility Electronic Health Record (EHR) systems and maintaining secure upload portals.
- Meeting accreditation and reporting standards for The Joint Commission, ORYX®, and CMS IPFQR programs.
- Enhancing audit-readiness and providing real-time insights into performance metrics.
- Minimizing administrative burden and streamlining data submission processes.
- Establishing resilient reporting protocols in case of system changes or contractor transitions.
- Providing monthly indicator reports, comparison charts, submission reports, and data quality reports.
- Offering on-demand training, technical manuals, user account management, and maintaining an encrypted web portal with role-based access controls.

Period of Performance
The contract will commence upon award and is expected to continue through the fiscal years 2027 and 2028.

Place of Performance
Services will be performed at various locations within the Indiana State Psychiatric Hospital Network, including Evansville State Hospital, Logansport State Hospital, Madison State Hospital, NeuroDiagnostic Institute in Indianapolis, and Richmond State Hospital.

Bidder Requirements
Bidders must comply with specific requirements including adherence to healthcare regulations set by The Joint Commission and CMS; submission of a Continuity and Emergency Support Plan within 60 days of contract start; provision of necessary insurance coverage; compliance with local laws regarding employment eligibility verification; participation in the E-Verify program; and meeting minority participation goals of 8% for MBE and 11% for WBE.
