Trail of Tears Rest Area Maintenance

Background
The Illinois Department of Transportation is issuing this contract for the maintenance of the Trail of Tears Rest Area, located at mile post 32 on northbound and southbound I-57. The goal of this contract is to ensure a clean and safe environment for travelers using the rest area. This procurement is specifically set aside for small business vendors certified in the Small Business Set-Aside Program.

Work Details
The contract requires the vendor to provide comprehensive maintenance services, including:

1) Routine cleaning of two rest area buildings;
2) Grounds care, including mowing, litter pickup, flower bed maintenance, and removal of debris;
3) Litter and debris management in parking areas;
4) Snow and ice removal as specified.

Specific tasks include daily cleaning schedules for restrooms, lobby areas, and outdoor spaces, with detailed requirements for frequency and methods of cleaning. The vendor must also maintain safety protocols, provide uniforms for staff, manage waste disposal at approved landfills, and ensure compliance with all relevant laws. The vendor will be responsible for maintaining a work schedule that includes staffing from 6:00 a.m. to 11:00 p.m., seven days a week.

Period of Performance
The initial term of the contract commences upon execution and ends on June 30, 2029. The total term may not exceed ten years including any renewals or extensions.
