Sole Source-County Inmate Data FY25

Background
The Illinois Department of Employment Security (IDES) is seeking to award a sole source contract to Appriss Insights LLC for Incarceration Intelligence Database to prevent unemployment insurance fraud. IDES must conduct regular cross-referencing of unemployment benefit recipients with state inmate populations to prevent and identify fraudulent overpayment of benefits to incarcerated individuals.
Appriss is the only vendor able to provide the arrest data network necessary for the cross-referencing of inmates and benefit recipients.

Work Details
IDES intends to procure Appriss Insights’ incarceration intelligence data network to detect and prevent fraudulent unemployment insurance payments. This is done by cross-referencing Appriss' real-time, nationwide incarceration data with IDES' state unemployment claimant list. Appriss' incarceration intelligence is powered by their extensive arrest data network that covers thousands of local jail facilities across the country, enabling law enforcement and other government agencies to locate wanted individuals as soon as they are booked.

Period of Performance
The estimated contract begin date is July 1, 2024, and the estimated contract end date is June 30, 2025.

Place of Performance
The contract will be performed in Illinois.
