JP Lead Agency RFP for Electronic Health Records System

Background
The Illinois Department of Human Services (IDHS) is issuing a Request for Proposals (RFP) for an Electronic Health Records (EHR) system. This initiative aims to establish a contract that allows IDHS and several other state agencies, including the Departments of Public Health, Aging, Children and Family Services, Healthcare and Family Services, Veterans Affairs, and Early Childhood, to procure necessary supplies or services as needed during the contract period.

The EHR system is critical for enhancing the delivery of healthcare services to approximately 4,000 residents across various facilities operated by IDHS.

Work Details
The selected vendor will provide a comprehensive, vendor-hosted, web-based Software as a Service (SaaS) EHR system that supports coordinated service delivery for individuals receiving care from IDHS and other state agencies. Key functionalities include:
- Integration with existing state systems including pharmacy management software.
- Electronic sharing of medical and mental health records with state and county healthcare systems.
- Administrative capabilities such as uniform admissions information, legal documents management, financial procedures supporting Medicare/Medicaid billing, and HIPAA compliance.
- Clinical functionalities including role-based security access, computerized entry for client care processes (admissions, treatment information), medication management, outcome management, and documentation improvement.
- Interfaces with antiquated technology during implementation.
- Support for nursing care management documentation at various levels of care.
- Capabilities for telehealth services and remote communication with patients' families.
- Compliance with regulatory standards set by CMS and The Joint Commission.

Period of Performance
The contract will commence upon the last dated signature of the parties involved and will have an initial term of 10 years. The implementation of the EHR system is expected to be completed within 12 months from the contract execution date.

Place of Performance
The services will be performed at various facilities operated by the Illinois Department of Human Services across the state.
