The solicitation is subject to the State of Illinois Business Enterprise Program for Minorities, Women, and Persons with Disabilities Utilization Plan.

Work Details
The vendor is required to provide Conservation Police Uniforms, Badges, Brass, and Armor as detailed in the solicitation. The U-Plan must demonstrate the vendor's commitment to utilizing certified BEP/VBP subcontractors to meet the targeted contract-specific goal.
The U-Plan must indicate whether the goal will be met by self-performance or by subcontracting. If subcontracting is involved, the prime vendor must detail its plan to utilize each BEP/VBP subcontractor, including the proposed percentage of the contract to be performed by each subcontractor, anticipated start dates, time periods of utilization, and a detailed description of the work to be performed by each subcontractor.
