IFB to establish a 5-year contract with up to 5 years of renewal for HIV 4th generation HIV-1/HIV-2 antibodies, p24 antigen, Syphilis IgG and IgM antibody testing, and Hepatitis B and C testing.
Background
The Illinois Department of Public Health (IDPH) is seeking to establish a five-year contract with options for up to five additional years for the provision of HIV, Syphilis, and Hepatitis screening assays and instrumentation. The goal of this contract is to enhance public health initiatives by providing comprehensive testing solutions for these diseases, which are critical to the health and safety of the community.

Work Details
The contractor will provide a fully automated combination screening technology capable of testing for Hepatitis B antigen and antibody, Hepatitis C antibody, HIV-1/HIV-2 antigen and antibody, and Syphilis antibody. The contract includes:

- Supply of test kits inclusive of all reagents, controls, calibrators, consumables, and instrumentation necessary for qualitative detection of:
- Hepatitis B surface antigen (HBsAg), surface antibody (Anti-HBs), total antibody (IgM and IgG) to Hepatitis B core antigen (Total anti-HBc) with an estimated annual quantity of 3,300 tests.
- Hepatitis C antibody (anti-HCV) with an estimated annual quantity of 3,000 tests.
- HIV-1 and HIV-2 antibodies and p24 antigen using 4th-generation technology with an estimated annual quantity of 13,200 tests.
- IgG and IgM antibodies to Treponema pallidum (Syphilis) with an estimated annual quantity of 11,000 tests.

- A single instrument capable of performing all assays specified using the same sample. The instrument must automate all steps in the testing process and be compatible with IDPH's laboratory information management system (currently STARLIMS).

- All costs associated with instrumentation rental must be included as a separate line item in BidBuy. The vendor will also provide on-site training for IDPH staff on assay protocols and instrumentation operation.

Period of Performance
The initial term of the contract will commence upon the last dated signature of the parties and will last for five years. There is an option for renewal that may extend the total term up to ten years.

Place of Performance
All services will be performed at the Illinois Department of Public Health Laboratory located at 1155 South Oakland Avenue, Carbondale, IL 62901.

Bidder Requirements
Bidders must have an active State of Illinois Vendor Registration Number through the Illinois Procurement Gateway (IPG). They are required to submit Vendor Disclosure documents if they do not have an active registration. Additionally, bidders must comply with all applicable federal, state, and local laws during contract performance.
