Energy Procurement Consulting Services

Background
McHenry County is seeking qualifications for Energy Procurement Consulting Services to assist in procuring electricity starting with the December 1, 2025 billing month. The goal is to generate competitive rate proposals based on the consultant's expertise and guidance in selecting the terms of the power purchasing agreement.

Work Details
The consultant will provide the following services:

- Analyze the County’s energy use patterns and model costs for various procurement strategies.
- Assess risks associated with these strategies.
- Perform detailed rate breakdowns.
- Advise on recommended procurement approaches.
- Prepare and analyze procurement RFPs.
- Participate in negotiations.
- Review energy contracts.
- Forecast costs and procurement issues throughout the year.
- Advise on electric system capacity, delivery issues, operational emergencies, renewable electricity procurement, changes to electric grids, and ways to lower energy costs or improve sustainable energy procurement.

Period of Performance
The contract will commence upon finalization of an agreement and will cover services leading up to and including the December 1, 2025 billing month.

Place of Performance
Services will be performed at McHenry County, specifically at 2200 N Seminary Avenue, Woodstock, IL 60098.

Bidder Requirements
Respondents must be engaged primarily in energy purchasing for large industrial and institutional clients in the Midwest. They should routinely prepare energy procurement bids for electricity and natural gas in Illinois and have a strong understanding of counterparty risk issues. Additionally, they must provide three references from similar work completed within the last twelve months.
