West Hub Drug Testing

Background
The Idaho Department of Health and Welfare is seeking bids for drug testing services for families eligible for child welfare services referred by the Department. The goal is to verify the impact of controlled substances and alcohol on the care provided to children. The services will be conducted in the West Hub, which includes several counties in southwest Idaho: Ada, Boise, Canyon, Elmore, Gem, Owyhee, and Valley.

Work Details
The Contractor will provide controlled substance and alcohol testing services including:

1. Administering drug tests according to contract specifications.
2. Ensuring cultural competency in interactions with clients.
3. Providing interpretation and translation services as needed.
4. Notifying the Department within 24 hours of any client no-shows or issues during testing.
5. Establishing a minimum of four brick-and-mortar testing facilities in specified locations (Boise, Caldwell, Mountain Home, Payette) with operational hours from 8:00 a.m. to 5:00 p.m., Monday through Friday.
6. Conducting scheduled or unannounced testing as instructed by the Department.
7. Utilizing certified labs for testing and ensuring timely reporting of results.
8. Providing court testimony regarding test results when required.
9. Maintaining samples for at least two years and ensuring proper documentation of all procedures.

Period of Performance
The initial term of the contract is anticipated to be three years, from July 5, 2025, to July 4, 2028, with potential extensions not exceeding five years total.

Place of Performance
Services will be performed in the West Hub area of Idaho, specifically in Ada County, Boise County, Canyon County, Elmore County, Gem County, Owyhee County, and Valley County.
