Description

The Idaho Division of Veterans Services has requested a brand name exemption for the purchase of Composite Senior Living Furniture by Kwalu. If approved, a brand name exemption allows an agency to specify one brand name only in a procurement and to eliminate bids for any alternate or substitute property. Brand name exemptions are at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this brand name exemption. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that the named brand is the only brand that can meet the agency's business needs. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
Background
The Idaho Division of Veterans Services (IDVS) is seeking a brand name exemption for the purchase of Composite Senior Living Furniture by Kwalu. This request follows a previous approval granted on November 18, 2021, for Kwalu furniture, which was not transferred during a system migration, leading to the expiration of the contract.

The IDVS aims to meet nursing home requirements set by the Centers for Medicare and Medicaid Services and the U.S. Department of Veterans Affairs, ensuring that furniture contributes to residents' independence and well-being in a homelike environment.

Work Details
The contract involves the procurement of Kwalu's Composite Senior Living Furniture, which includes interior and exterior seating, case goods, and tables designed for easy cleaning and durability. The furniture must meet specific safety standards to prevent injury, such as rounded corners and no veneer cracks.

Upholstered items must use commercial-grade fabrics with high double-rub ratings and moisture barriers. The furniture should be antimicrobial, water-resistant, and able to withstand harsh cleaning protocols without damage. Kwalu offers a 10-year performance warranty covering construction, antimicrobial protection, and finish.

Period of Performance
The anticipated total contract term is 4 years, with an initial contract duration of 1 year.

Place of Performance
The contract will be performed at facilities operated by the Idaho Division of Veterans Services.
