Iowa Lottery Print and Loyalty Services

Background
The Iowa Department of Management, on behalf of the Iowa Department of Revenue (IDR), is seeking proposals for the Iowa Lottery Print and Loyalty Services. The goal of this contract is to responsibly grow the Iowa Lottery's Instant Ticket product category, oversee a lottery loyalty program, and implement and maintain player engagement technology.

Work Details
The selected vendor will be responsible for:

1. Production of Instant Tickets to grow sales;
2. Planning and executing a Loyalty Program designed to reward participation, including reward acquisition and fulfillment;
3. Implementing and maintaining Player Engagement Technology.

The contract may also involve providing lottery management services, data processing software, application software, customer relationship management software, and print-on-demand printing services.

Period of Performance
The anticipated term of the contract will begin on September 1, 2025, and end on August 31, 2031. The Agency has the option to renew the contract for up to four (4) annual extensions.

Place of Performance
The services will be performed in Iowa, with potential availability to state and local government and non-profit organizations as permissible under law.

Bidder Requirements
Respondents must have related Instant Ticket lottery experience in North America and must provide audited financial statements for the last three years. The proposed Account Director must have at least five years of specific industry lottery experience. Respondents are required to authorize background investigations and provide information regarding terminations, litigation, or debarment.
