Iowa Individual Assistance Grant Program

Background
The Iowa Individual Assistance Grant Program (IIAGP) is established under Iowa Code 29C.20A and Iowa Admin. Code Ch. 605, providing financial assistance to individuals or families affected by state-declared disaster emergencies.

The program aims to address needs unmet by other financial assistance sources, including application processing, claims management, payment processing, and related administrative support.

The Iowa Department of Administrative Services (DAS), on behalf of the Department of Homeland Security and Emergency Management, is seeking qualified firms to administer these services.

Work Details
The contractor will be responsible for:
- Processing all disaster-related financial assistance applications, claims, and payments according to Iowa Admin. Code ch 605-11 and Iowa Code Section 29C.20A.
- Issuing accurate and timely payments to individuals, vendors, businesses, and other entities.
- Maintaining detailed accounting records for each disbursement made, including dates of claim approvals, payee information, amounts disbursed, and unique identifiers for each transaction.
- Completing and submitting any required 1099 reports.
- Providing monthly expenditure payment reports within 30 days after the end of each month.
- Delivering electronic quarterly reports summarizing disaster declarations, claims filed by county location, amounts filed by category of claim, application dispositions, and other relevant metrics.
- Developing a risk management plan approved by the Agency within specified timelines.
- Establishing relationships with community partners to ensure local service capacity.

Period of Performance
The contract will commence upon execution and will cover an initial term with options for annual extensions as determined by the Agency based on performance and needs arising from declared disasters.

Place of Performance
The services will be performed throughout the State of Iowa in counties affected by declared disasters.
