Closed Captioning & Accessibility Services

Background
The Iowa Department of Administrative Services (DAS) is issuing this Request for Proposals (RFP) on behalf of Iowa PBS to solicit proposals for Closed Captioning and Accessibility Services.
The goal of this contract is to enhance accessibility for viewers by providing accurate and synchronized captioning services, thereby supporting the mission of Iowa PBS to deliver quality programming to all audiences.

Work Details
The contractor will provide the following services: Live (On-line)/Real-Time captioning, Post-Production (Off-Line) captioning, transcription services, and Spanish Language captioning.
Specific requirements include:
- Captions must match spoken dialogue accurately, convey background sounds, and be synchronized with video content.
- Captions should run from the beginning to the end of the program without blocking important visual content.
- The contractor must provide all necessary equipment for these services, including installation and removal upon contract completion.
- Invoicing will occur monthly and must be itemized.
- All rights to captions and caption files will be maintained by Iowa PBS for unlimited use across various media.

Period of Performance
The initial term of the contract is one year with up to five possible annual extensions.

Place of Performance
Services will be performed in Iowa, specifically for Iowa PBS programming.
