Workplace Investigation Services

Background
The City and County of Honolulu is seeking to engage a contractor to provide Workplace Investigation Services. The goal of this contract is to conduct thorough investigations into workplace issues such as discrimination, harassment, and misconduct, ensuring compliance with applicable laws and policies. This initiative aligns with the City’s commitment to maintaining a safe and equitable work environment.

Work Details
The contractor will conduct workplace investigations as requested by the City. This may include gathering supporting information, interviewing witnesses, performing analyses, and preparing comprehensive reports. Investigations may involve covert surveillance and obtaining photographic or video evidence when necessary. Specific types of investigations include allegations of discrimination, harassment, retaliation, misconduct involving complex relationships or procedures, violations of workplace policies, worker’s compensation fraud, unauthorized access to resources, misuse of government information, and drug or alcohol-related misconduct. The contractor must also prepare an Investigation Plan Worksheet after a Scope Development Meeting with the City.

Period of Performance
The contract will commence on July 20, 2025, or upon execution of the contract if later. It is for a period of twelve (12) months with the possibility of extension for up to forty-eight (48) months total based on mutual agreement and availability of funds.

Place of Performance
Services will be performed in Honolulu, Hawaii.
