Video Production, Broadcast, and Distribution Services for the Maui County Council

Background
The Office of Council Services (OCS) of Maui County is soliciting proposals for video production services to record and distribute selected Council proceedings. The current service contract with Maui County Community Television, Inc. (Akakū) is nearing its end. The OCS aims to continue providing video recording, broadcasting, and distribution services for Council meetings and legislative events. The goal is to ensure public access to these proceedings through live streaming and digital storage.

Work Details
The contractor will provide video production services including:
1. Use multiple cameras to record Council and committee meetings, as well as other legislative events as determined by the Council Chair.
2. Provide live streaming of meetings to a third-party vendor for internet broadcast and store recordings for on-demand playback.
3. Ensure gavel-to-gavel coverage of meetings whenever feasible.
4. Deliver recorded proceedings in MP4 format on USB drives or via download within 24 hours post-meeting.
5. Create digital graphics for opening/closing credits and display relevant information during meetings.
6. Maintain meeting videos for a minimum of three years after the meeting date.
7. Provide all necessary equipment for recording, including training for Council staff if requested.
8. Ensure compliance with the Council Chair's requirements regarding audio/visual feeds during specific sessions.

Period of Performance
The contract will commence on July 1, 2025, and will last for 12 months, ending on June 30, 2026. There is an option to extend the contract for up to four additional 12-month periods upon mutual agreement.

Place of Performance
The services will primarily be performed at the Council Chamber located at Kalana o Maui, 200 South High Street, Wailuku, Hawai‘i, with potential off-site meetings on the islands of Lānaʻi and Molokai.

Bidder Requirements
