RFP for Professional Services

Background
The Workforce Development Council (WDC) of the State of Hawaii is issuing this Request for Proposals (RFP) to solicit qualified firms to develop and facilitate in-person training on the Workforce Innovation and Opportunity Act (WIOA). This initiative aims to enhance the understanding of fiscal management and budgeting processes among fiscal staff within the Department of Labor and Industrial Relations (DLIR), ensuring compliance with WIOA requirements. The training will also involve updating DLIR’s Fiscal Operations Manual.

Work Details
The contractor will provide comprehensive training that includes:

1. Defining WIOA funding streams, allocations, disbursement timing, funding parameters, allowable vs. disallowable costs, and relevant fiscal Code of Federal Regulations (CFRs).

2. Outlining a simplified guide to WIOA financials for all staff levels, including navigation of CFR and basic accounting principles.

3. Identifying best practices for obligating funds, budgeting, forecasting, and tracking expenditures.

4. Explaining reporting requirements.

5. Offering insights into external fiscal monitoring processes and internal best practice options.

Deliverables include preparatory training materials, an advance meeting with key stakeholders to review training plans, a detailed training outline and schedule, execution of the on-site training sessions, and an updated fiscal operations manual.

Period of Performance
The contract performance period is from March 1, 2025, or upon execution of the contract (whichever is later), through June 30, 2025.

The training will take place at 830 Punchbowl Street, Honolulu, HI 96813.
