Background
The Hawaii Public Housing Authority (HPHA) is seeking to competitively procure property management, maintenance, and resident services for various low-income public housing properties across Oahu and Hawaii Island.
This initiative aims to address the housing needs of families in Hawaii, specifically targeting Asset Management Projects (AMPs) 40, 44, 45, 49, 50, and Management Unit (MU) 42 on Oahu, as well as AMPs 43 and 46 on Hawaii Island.
The HPHA has determined that a low bid process is not suitable for this procurement due to the complexity of services required and the need for a comparative evaluation of proposals.

Work Details
The contract will involve managing a total of 33 properties: 17 Federal low-income public housing (LIPH) properties and 5 State-Aided elderly LIPH properties on Oahu; along with 9 Federal LIPH properties and 2 State-Aided family LIPH properties on Hawaii Island.
Specific tasks include:
- Property management services including tenant relations, lease administration, rent collection, maintenance coordination, and compliance with federal and state regulations.
- Maintenance services covering routine repairs, emergency repairs, preventive maintenance, and upkeep of common areas.
- Resident services aimed at enhancing community engagement and support for residents.
- Compliance with both Federal Low Income Public Housing Program requirements and State-Aided Low Income Public Housing Program requirements.

Period of Performance
The contract is expected to commence on March 1, 2025, following the award notification in January 2025.
The duration of the contract will be specified in the final agreement but may include options for renewal.

Place of Performance
The services will be performed at various locations across Oahu and Hawaii Island.
Specific addresses include:
- Oahu: Properties such as Kuhio Homes in Honolulu (AMP 40), Waimaha - Sunflower in Waianae (AMP 44), Koolau Village in Kaneohe (AMP 45), among others.
- Hawaii Island: Properties such as Ka Hale Kahaluu in Kailua-Kona (AMP 43) and Noelani II in Kamuela (AMP 46).
