Online Web Portal Development for Affordable Housing Resources

Background
The Hawaii Housing Finance and Development Corporation (HHFDC) is soliciting proposals from qualified vendors to design, develop, host, and maintain an independent online web portal. This initiative aims to centralize housing development resources, provide clarity, increase transparency, and accelerate the development of affordable housing project timelines across the State of Hawaii.

The portal will primarily serve developers by providing streamlined access to essential information and enhancing coordination between stakeholders.

Work Details
The awarded contractor shall provide the following services:

Phase 1: Initial Development & Deployment
- Develop and launch a user-friendly online portal consolidating Hawaii’s housing incentives, permitting guidelines, and available land opportunities.
- Integrate GIS/mapping tools to showcase land availability for housing development and current/future affordable housing projects.
- Implement data visualization features for a dashboard experience showing clarity in incentive structures, zoning requirements, approval processes, and financial data.
- Ensure ADA compliance and adherence to Hawaii state digital accessibility standards.
- Provide a backend content management system (CMS) for easy updates by HHFDC staff.
- Deploy an AI chatbot to assist users with navigating the website.

Phase 2: Maintenance & Enhancements
- Provide ongoing maintenance and technical support for one year post-launch with options for annual maintenance thereafter. Update content based on user feedback.

Period of Performance
The contract is anticipated to begin around June 6, 2025, with a duration of up to five years, either on an annual renewal basis or as a one-time five-year agreement depending on fund availability.

Place of Performance
The services will be performed in the State of Hawaii.

Bidder Requirements
Offerors must be authorized to conduct business in the State of Hawaii at the time of award. They must be registered with the State of Hawaii Department of Commerce and Consumer Affairs. Additionally, Offerors must comply with all laws governing businesses in Hawaii.
