Hawaii Disability Parking Decals

Background
The State of Hawaii's Disability and Communication Access Board is issuing a contract for the furnishing and delivery of parking permit expiration decals as part of the Statewide Parking for Persons with Disabilities Program. The goal is to provide durable, secure, and easily identifiable decals that assist individuals with disabilities.

Work Details
The contractor shall furnish and deliver a total of 39,500 parking permit expiration decals. The decals must be made from reflective white 3M Scotchlite Validation Security Sheeting #5470ER, resistant to cracking, peeling, blistering, or temperature changes for at least sixty (60) months. Each decal must be flexible and non-removable once applied.

The specifications include:
1. Material Requirements:
- Decals must have a pre-coated pressure sensitive adhesive that forms a durable bond to clean surfaces.
- Protective liner must allow easy removal without solvents.
- Security marks must be included to prevent unauthorized reproduction.
2. Design Specifications:
- Month decals (2.0” width x 1.25” length) printed in black on white background; twelve total (JAN-DEC).
- Year decals (1.25” width x 1.25” length) printed in black on white background; two total (26 and 28).
3. Packaging:
- Each month’s decals are to be packed in cartons not exceeding one hundred (100) decals per carton, clearly labeled with contents.

Period of Performance
The delivery of the parking permit expiration decals must be completed by or on Friday, May 23, 2025.

Place of Performance
Delivery shall be made to the Disability and Communication Access Board at 1010 Richards Street, Room 118, Honolulu, Hawaii 96813.

Bidder Requirements
The contractor must provide adequate security measures during storage to prevent theft or loss of the decals.
