Financial and Single Audits of the Hawaii Tourism Authority and Hawaii Convention Center

Background
The Office of the Auditor, State of Hawaii, is seeking Contractor(s) to perform financial and single audits of the Hawaii Tourism Authority (HTA) and financial audits of the Hawaii Convention Center (HCC) for the fiscal years ending June 30, 2025, 2026, and 2027.
This initiative is mandated by Article VII, Section 10 of the Hawaii State Constitution and Section 23-4, Hawaii Revised Statutes (HRS), which require the Auditor to conduct post-audits of all state departments and agencies.
The goal is to ensure compliance with applicable laws and regulations while providing assurance on the accuracy of financial statements.

Work Details
The Contractor will be responsible for:
1. Conducting an audit of HTA's financial statements for fiscal years ending June 30, 2025, 2026, and 2027 in accordance with U.S. Government Accountability Office’s Government Auditing Standards and generally accepted auditing standards prescribed by AICPA.
2. Conducting an audit of HCC's special-purpose financial statements for the same fiscal years under generally accepted auditing standards prescribed by AICPA.
3. Evaluating internal controls over financial reporting and compliance with federal laws and regulations related to federal programs managed by HTA.
4. Assisting HTA in preparing its financial statements in accordance with accounting standards.
5. Reporting any significant deficiencies or material weaknesses identified during the audits.

Period of Performance
The contract will commence on July 1, 2025, and continue through June 30, 2028, with potential extensions upon mutual agreement.

Place of Performance
The audits will be conducted at locations associated with the Hawaii Tourism Authority and Hawaii Convention Center within the State of Hawaii.
