Civil Electronic Fingerprinting Services and Related Processing

Background
The State of Hawaii, Department of the Attorney General, Hawaii Criminal Justice Data Center (HCJDC) is seeking to obtain electronic fingerprinting services and related processing. The goal is to facilitate authorized state and national fingerprint-based criminal history record checks for non-criminal justice purposes. The contractor will own and manage the necessary equipment, with earnings based on fees collected from applicants.

Work Details
The contractor shall provide comprehensive electronic fingerprinting services including:
- Collection of applicants' identifying information
- Appointment scheduling
- Electronic fingerprint capture and submission
- Collection and remittance of federal and state fingerprinting fees
- Electronic funds transfer and reconciliation
- Information reporting
- Ongoing support and maintenance.

Services must meet or exceed specified requirements, including secure transmission of fingerprints in compliance with State and FBI standards. The contractor is responsible for all materials, labor, training, facilities, utilities, equipment, and supplies necessary for service delivery. Fingerprinting services must be available throughout the State at ADA compliant sites on all major islands with a focus on convenience for applicants. Additionally, the contractor must ensure that all personnel involved in capturing fingerprints are adequately trained.

Period of Performance
The contract will commence on July 1, 2025, following a notice of award on May 20, 2025. The initial term is five years with three one-year options to extend.

Place of Performance
Fingerprinting services will be provided throughout the State of Hawaii at designated locations on the islands of Kauai, Oahu, Maui, and Hawaii (including Kona and Hilo). Specific zip codes for service locations include:
