Prospective Bidders and all interested parties interested in accessing the plans, specifications, terms and conditions, proposals, and addenda must be registered as a Public Purchase Vendor, Hawaii Region, and Hawaii County Agency. New Vendors should click on the link to Public Purchase provided on the www.hawaiicounty.gov webpage or go to www.publicpurchase.com to initiate the registration process. Bids shall be submitted via the Public Purchase System. Confidential material shall be readily separable from the bid in order to facilitate public inspection of the non-confidential portion of the bid.
Background
The Aupuni Center Sewer Repairs project is initiated by the County of Hawai‘i, specifically the Department of Public Works. The mission of this project is to enhance the sewer infrastructure and ensure compliance with ADA standards in the restroom facilities at the Aupuni Center located at 101 Pauahi Street, Hilo, Hawai‘i. The goal is to provide necessary renovations and upgrades to improve functionality and accessibility for all users.

Work Details
The project consists of three phases:

Phase 2A:
1. Renovate Staff Men’s and Women’s Restrooms for ADA compliance, including new floor/wall/ceiling interior finishes, plumbing fixtures, toilet accessories, and LED lighting.
2. Connect existing sinks in one Staff Break Room to new sewer piping.
3. Replace or restore existing finish materials and millwork as required.
4. Connect a new exterior sewer lateral from the Corridor to Aupuni Street (exact location to be determined).

Phase 2B:
1. Similar renovations for Staff Men’s and Women’s Restrooms as in Phase 2A.
2. Connect existing sinks in three Staff Break Room locations to new sewer piping.
3. Replace or restore existing finish materials and millwork primarily in overhead concealed spaces above the SAT ceiling.
4. Connect a new sewer lateral located at the north face of the building to Aupuni Street (exact location to be determined).

Phase 3:
1. Renovate Public Men’s and Women’s Restrooms for ADA compliance with similar specifications as previous phases.
2. Connect existing sinks in Blind Vendor and Break Room locations to new sewer piping.
3. Replace or restore existing finish materials and millwork in these spaces as required, including areas like the Corridor, Vendor Storage, and Janitor rooms.
4. Connect to a new exterior sewer lateral running parallel to the east face of the building (exact location to be determined).

Period of Performance
The contract work is scheduled to commence upon award and must be completed by March 27, 2025.

Place of Performance
The work will be performed at the Aupuni Center located at 101 Pauahi Street, Hilo, Hawai‘i.

All prospective bidders/offerors are invited to attend a pre-bid conference to be held on February 26, 2025, 2025 at 10:00 a.m. at the County of Hawai‘i, Department of Public Works, Administration Office, Aupuni Center, 101 Pauahi Street, Suite 7, Building Division Conference, Hilo, Hawai‘i 96720-4224. Attendance at the pre-bid conference is not a condition for submitting a bid; however, it is strongly encouraged. Subcontractors and union representatives are invited, but not required to attend. The conference is to provide bidders/offerors with an opportunity to ask questions about the contractual requirements and all technical aspects of the project. The conference will also address the minimum subcontractor listing requirements for the Project.
