Actuarial Services of the Hawaii Insurance Division

Background
The Division of Insurance, Department of Commerce and Consumer Affairs, of the State of Hawaii is seeking professional services from actuaries or actuarial firms to support their mission in regulating and overseeing insurance practices.
The goal of this contract is to provide expert analysis and support for various insurance rate filings and legislation during fiscal years 2025-2027.

Work Details
The selected actuaries or firms will be responsible for:
1. Analyzing accident and health or sickness insurance rate filings, including but not limited to long-term care (LTC) insurance, Medicare supplemental (MS) insurance, credit life and disability, and temporary disability insurance filings.
2. Providing actuarial analysis of insurance legislation, including reviewing the industry's calculation of expected impacts.
3. Appearing as an expert witness representing the Insurance Commissioner at administrative hearings if necessary, justifying the Insurance Division’s position.
4. Providing training to the Insurance Division’s rate and policy analysts as necessary.

Period of Performance
The contract will be performed during fiscal years 2025-2027.

Place of Performance
The services will be performed in the State of Hawaii.
