Description

The Georgia Department of Transportation (GDOT) is soliciting statements of qualifications from Respondents to develop the I-285 East Express Lanes multi-phase Project, which is anticipated to consist of approximately 30 centerline miles of new express lanes in both directions on I-285 from the vicinity of Northside Drive to I-20 East and on SR 400 from approximately Johnson Ferry Rd to the vicinity of the Metropolitan Atlanta Rapid Transit Authority (MARTA) North Springs Station at the southern terminus of the SR 400 Express Lanes project. The Project is also anticipated to include connections to the existing express lanes in both directions on SR 400 and I-85. Phase 1 of the Project is anticipated to include approximately 19 centerline miles of two new express lanes in the westbound direction on I-285 from the vicinity of Henderson Road to the vicinity of Northside Drive, with connections to the northbound express lanes on SR 400 and southbound express lanes on I-85. Phase 1 will be delivered through a design, build, finance, operate, toll, and maintain agreement between the Phase 1 Developer and SRTA, with GDOT as SRTA's agent and project manager. The Remaining Phases include sections of I-285 and SR 400 that are not part of Phase 1. The Remaining Phases will be further developed through a comprehensive development agreement (CDA) between the CDA Developer and GDOT and delivered in Phases under separate agreement(s).
Background
The Georgia Department of Transportation (GDOT) is soliciting statements of qualifications from Respondents to develop the I-285 East Express Lanes multi-phase Project. This project aims to address severe congestion in the Atlanta metro region, which has seen significant population and employment growth.

The project will consist of approximately 30 centerline miles of new express lanes along I-285 and SR 400, enhancing connectivity between major business centers and residential areas. The use of express lanes is part of GDOT's Major Mobility Investment Program (MMIP) to improve transportation infrastructure and mobility options.

Work Details
The project will include the following services:
1. Development, design, construction, financing, operation, maintenance, and tolling services for Phase 1, which consists of approximately 19 centerline miles of new express lanes on I-285 in the westbound direction and on SR400 in the northbound direction.
2. Connections to existing express lanes on SR400 and I-85.
3. Implementation of an open-road electronic toll collection system (ETCS) for toll collection from users.
4. Establishment of Intelligent Transportation Systems (ITS) for traffic management and incident response.
5. Compliance with environmental regulations and coordination with GDOT's existing infrastructure.

Period of Performance
The contract period is anticipated to commence upon execution of the Phase 1 Agreement and will continue through the completion of construction, operation, maintenance, and tolling activities as specified in the agreement.

Place of Performance
The project will be performed along I-285 from Northside Drive to I-20 East and on SR 400 from Johnson Ferry Road to the vicinity of the MARTA North Springs Station in DeKalb and Fulton Counties.
