RFQ 24-011 Construction Management At-Risk Services

Background
The City of Fairburn is seeking qualified firms or individuals to submit proposals for Construction Management At-Risk Services. Fairburn, Georgia, is a city with a rich history and a population of just under 17,000. The proposed project is to construct a new combined Public Safety Complex on the current site located at the corner of W Broad Street and Virlyn B Smith Road in Fairburn. The complex will include a State of the Art Police Department Headquarters, construction of New Fire Department Headquarters, construction of a New Fire Station #22, fueling station with gasoline and diesel dispensers, and access to property on W Broad Street and Virlyn B Smith Road. The project aims to enhance security, provide training facilities, accommodate future increased staffing, and provide community space for public events and meetings.

Work Details
The project delivery method will be construction management at-risk/general contractor (CM/GC), employing the services of a Design Professional and a Commissioning Agent.
The preliminary stated construction cost limitation for the project is estimated to be in the $16,000,000 range.
The professional design services commenced in February 2024 and will be completed by March 2025.
The Construction Management Contract with the selected CM/GC will initially be limited to providing preconstruction services only during the design phase of the project.
The qualifications review process includes evaluating firms based on stability, relevant project experience, qualifications of the proposed project team, management plan, and suitability to provide services for the project.

Period of Performance
The construction work is estimated to start after March 2025.
