RFPQ 24-0161-5 CMCIP Railroad Elimination Study

Background
The Chatham Multimodal Community Improvement Project (CMCIP) is initiated by the County of Chatham, Georgia, under the auspices of the U.S. Department of Transportation's Federal Railroad Administration (FRA). The primary mission of this project is to enhance freight rail mobility through the Port of Savannah while mitigating the adverse impacts of rail movements on the local transportation network. This project is funded in part by a grant from the FRA under the Railroad Crossing Elimination Grant program.

Work Details
The Consultant will conduct planning and Preliminary Engineering (PE) for three sub-projects aimed at improving freight rail mobility through the Port of Savannah. The specific tasks include:

1) Assessing current freight rail operations and identifying bottlenecks;

2) Developing engineering solutions to enhance rail infrastructure;

3) Engaging with stakeholders to ensure community needs are met;

4) Preparing necessary documentation for federal compliance and funding requirements.

The total federal funding for this project amounts to $1,870,000, with a non-federal contribution of $2,805,000, bringing the total project cost to $4,675,000.

Period of Performance
The contract will be performed from September 1, 2024, to April 19, 2026.

Place of Performance
The work will be conducted in and around Savannah, Georgia.
