Description

The Lee County Board of Education (LCBOE)(Owner), is soliciting Proposals from Construction Professionals/firms interested in providing Construction Professional (CP) services for the construction of a Lee County High School Arena (Gymnasium). This Request for Proposal (RFP) seeks to identify potential providers of the above mentioned services. All respondents to this RFP are subject to instructions communicated in this document, and are cautioned to completely review the entire RFP and follow instructions carefully. The Owner reserves the right to reject any or all proposals, and to waive technicalities and informalities at their discretion. The Preferred Delivery Method for the Project will be Construction Manager-at-Risk (CM @ Risk), and, at a minimum, the Owner will also directly employ the services of a Design Professional in addition to the services of the CP. During pre-construction, the Contractor will be responsible for pricing, value engineering, as well as maintainability and construct ability issues.

Background
The Lee County Board of Education (LCBOE) is seeking proposals from construction professionals to provide construction management services for the construction of a new arena (gymnasium) at Lee County High School. The goal of this contract is to ensure the successful completion of the project while adhering to budgetary and scheduling constraints. The selected contractor will work closely with a design professional and will be responsible for various pre-construction and construction management tasks.

Work Details
The contractor will provide comprehensive construction management services, including but not limited to:
- Pre-Construction Services: Site analysis, budget development, cost estimating, preliminary scheduling, value engineering, constructability reviews, permitting coordination, bid package preparation, subcontractor prequalification, and logistics planning.

- Construction Services: Project feasibility studies, risk management assessment, material procurement planning, coordination with design teams, and site management.

- Post-Construction Services: Project closeout procedures, warranty inspections, and final budget reconciliation. The total construction budget is estimated at $15 million.

Period of Performance
The anticipated timeline for the project includes finalizing contractor selection in December 2024. Pre-construction services are expected to begin immediately after contract execution. Construction is tentatively scheduled to commence in July 2025 and reach substantial completion by June 2026.

Place of Performance
The project will be performed at Lee County High School located at 126 Starksville Ave. North, Leesburg, Georgia 31763.
